These are just some of the questions you need to ask anyone before hiring them to code any type of modification in vB5 because the ease-of-use in a sense regarding creating a plugin is not like it used to be and your "mod" that you want coded may not be possible however you're being promised the work again in yet another hand-basket.
Be careful folks and remember we do not become involved in disputes for a reason, we can't take sides and who's telling the truth you or the other party? We don't know for sure so we cannot and will not take sides.
One tip: Have an American Express Card? Associate it with your PayPal account and use it to pay on paypal - if you open a paypal dispute and it does not go the way you planned then contact American Express as they side with their customers and will more than likely ensure you receive a refund paypal or not.
