Edit one of the complaining Member's email address from Admin CP and change it with an email of yours. But do not use an address from the same domain of your board, you can use hotmail or yahoo for example.. Then send a test message to your board in a thread the user has a subscription and see if your email account gets the notification. If you get it, then it means the problem is not your board(or send mail) related and it is because of the user or the email account he has been using..
