For our classifieds my community could perhaps benefit from a less private "admin logged" PM system.

We could warn that admins make a record of communications about sale and purchase
Warn not to communicate outside of this channel
Allow member to flag people trying to circumvent the classifieds PM channel

Is there an existing hack for a secondary PM system?

Not that I have seen, there are mods to enhance the PM system, but nothing to add another one.
