Create broader categories, and overtime specialize in forums as the population and traffic demands it.
If I saw 300+ forums and 0 topics, or even 100, hell, even 10,000 your forum would look like a ghost town.
I'd rather have 10-20 forums, with 500-1000 posts, that looks active.
No one wants to visit a ghost town of a forum, and you'll kill yourself trying to make it look active.

@ PhysXX, when starting a community, it's best to have as few forums as possible. However, you don't want to skimp for the sake of skipping...ensure that you have a solid, basic organizational structure that makes sense.
It appears, with 300-600 forums that you are trying to cover every topic or maybe every game. It sounds like your ready to start 300-600 threads/topics which will give you something to post.

Later, if you do find that you have forum that covers a subject that doesn't need its own forum, your can always merge it with another forum.
