As an unlicensed user you do not have access to PMs.

Also note you are not allowed to buy/sell 2nd hand licenses here on vBulletin.org or vBulletin.com.

There are 3rd party Admin forums that have marketplaces that allow the selling/trading of licenses. I've also heard people use http://extralicense.com, however we do not endorse or support any of these sites.
