The error message is telling you exactly what file it cannot find. Verify that the file exists at that location and that you have read access permission to it.
By chance did you forget to upload the files to the server? The xml file will load in the plugin data, but dbtech's plugins usually calls an external file until they are stored in the datastore. So if you did not upload the files, you would see that exact error.
