We have recently noticed that after removing a plugin that our posting icons or post smilies are not longer clickable. We can type a message and title but non of the posting icons are clickable we have checked that everything is in the clientscript directory and tries different browsers including deleting the cookies and still not go. Can someone please help us with this issue please we would like to restore this feature ASAP

Then you have modified a template somewhere which is causing the icons to not be clickable any longer. I'd suggest looking into the headinclude template and any editor templates. Just go through the list of modified templates on that page and compare them to the default template and update your modified ones. I'd suggest exporting your style first so you have a backup.
