I think you might be able to do it with plugins. If you created one using hook showgroups_usergroup and save $usergroupbits for each group (in an array), then at hook showgroups_forumleaders you could render the showgroups_usergroup template again for each one (rebuilding the $usergroups string in the order you want). You probably would need to look at the code in showgroups.php.

The moderators are still done in a separate section that's displayed first, unless you choose "Yes, But Disable Moderators" in the Enable Forum Leaders setting.
