I know for sure there's a 'for sale' product for VB3.x and VB4.0 that allows you to words into links.

I have : https://vborg.vbsupport.ru/showthread.php?t=263700 - Word Links (Turn words into links)

installed but would like to find the commercial one for sale that also pops-up a little window when you over a clickable word.

does anyone know who sells this?

Try linkbucks, adbrite, infolinks etc. They all pay for you to use anchor links on your website. And they have the pop-up you're talking about.
