Usually it is an interface issue between the person and the server. Is your server slow? Or is the person on dialup? It could also be an issue with your modifications/style. Did you try disabling all your modifications? Or try a totally default style? Or have you looked at your error_logs (if you don't know where they are, ask your host)?

What have you done so far to find the problem?
