unable to create and render a template global_bootstrap

whenever I use vB_Template::create function in global_bootstrap_init_start hook, all vbphrase other contenttype gone missing. what am I doing wrong?

In another words,

1. can we use "function create" in "global_bootstrap_init_start" hook?
2. if not, what should we do to render a template in global_bootstrap?

I guess it's because the phrases haven't been loaded at that point. Where are you using your template output? parse_templates is a good hook to use because it's called after things are initialized but before any other templates are rendered.
