I believe the difference between friends and contacts is that you can add anyone as a contact, but they're only a friend if you send a request and they accept. I don't know offhand what the differences in functionality are between someone being a friend or just a contact.
I don't think it would be that easy to change. But you might be able to figure out how to always send a friend request, and maybe only display people who have accepted. But then how do you notify the sender if the potential friend declines?
