Phrasegroup for Control Panel Stop Message?

I thought this would be simple...

Adding cpstopmsg makes the page show the generic database error

The Forum database has encountered a problem.

All I'm doing is changing this:

// #################### PRE-CACHE TEMPLATES AND DATA ######################
$phrasegroups = array('banning', 'cpuser');

To this:

// #################### PRE-CACHE TEMPLATES AND DATA ######################
$phrasegroups = array('banning', 'cpuser', 'cpstopmsg');

What am I missing here?
