Adding the collapsing side bar thing on forums

How do i ad the collapsing thing on the side like it is on
https://www.vbulletin.com/forum/forum.php
Where you click the arrow to hide it and show it.

Would it be possible also to make a box there that would show all the Forums?
For example

Category A
-Forum 1
-Forum 2
-Forum 3

Category B
-Forum 1
-Forum 2
-Forum 3

So users can easily switch between forums. Like in a box similar to the one that displays latest threads.
