Rates are whatever you want to pay. Its a freelance market so you can find someone to do anything for just about any price.

You usually get what you pay for though, top end people probably charge $75+ an hour, and I've seen people do for for less than $5 an hour.

How can I evaluate how much my requirements cost as per industry standards ?
This kind of self-help will help me bargain best for my requirements.

From an end-user perspective, we are not even aware about template modifications (example - displaying some data to set of specific users and hiding from other set) and would like to hire professional services for same (unsure wether this comes under design or development).

Importantly, where can we find the best freelancers for our vbulletin development ?

Thank You.
Can some more replies from other fellow members of this community, should set us all in right path ?

Really, you want to find a designer to make you a forum style, it doesnt have to be specific to vbulletin. A designer can design, they're going to be the one who makes a mockup of the style in photoshop and sends you a PSD of the finished product, may or may not be sliced for export. Then you're going to hire a coder, who is going to cost anywhere from 15-65 an hour depending on how fast and how good of an implimentation that you want.

Dear Zachery,
Thank You for your reply.

If a vbulletin forum template can be made by vbulletin a coder, provided a .psd from the designer, what various page designs do I need to handover to designer (which pages)

I am aware about following important pages in vbulletin:
1. Forum HomePage
2. Forum Display Pages
3. Showthread Pages
4. Postbit Page
5. Thread Tag Pages
6. HomePage, Category and Article Pages (in case we are planning to use vbulletin CMS).

Can you let me know if I am missing anything above ?

You would likely be better outsourcing the design of the forum to a proper design shop / etc and getting estimates based on ideas that you ahve / want your site to look like.

Dear Zachery,
Thank You for your reply.
I have been searching for same for past few months now and still unable to find the right people.
I got a few PMs and emails, but those are from freshers who do not have a portfolio except there own site/forum (cannot start with this people).

If you can refer someone, this shall be of great help.

We require a unique custom skin (budget 2000 US$ +)
and need help with lot of small modifications/fixes like this:

I had good results with www.99designs.com
Basically you state how much you want to spend, and designers post their first drafts. In the 1000-2000 range you will surely receive a lot of design proposals. There should be more than a few awesome designs.
Keep in mind that a designer is different than a coder. A designer may not be able to implement the design into vbulletin. That may require a coder.
