I'm looking for a mod that would allow there to be Applications to join a certain Usergroup and then a committee votes on if they should be allowed or not.

Any ideas?

In the end I guess I could always promote a new mod that has the sole duty of watching Application threads and promotes when they have enough votes :L

I've never seen anything like that. Most forums are open and would never solicit votes like that.
