Is there any way to auto create a thread when someone joins the forum using vb4 ?

Sure, but you have to write a plugin for this.

Search the existing mods if something like this already exists, if not I'd suggest you open a request in the paid service section.

Its a pitty there was one but looks like someone has decided not to play ball anymore and removed it
