problem with conditional

I am trying to use this conditional in my showthread.php but it just seems to ignore the second part of the statement. It will not allow ANY usergroups to view thread #400. Is this code wrong or am I missing something? I only want usergroups 12 and 10 to be able to view the thread.

if ($threadinfo['threadid'] == 400 AND !is_member_of($bbuserinfo, 12, 10))
{
print_no_permission();
}
