vBulletin CMS > Permissions > click on that specific section > make sure Registered Users have only Can Read and Can Download Attachments.

When "Registered Users" have only "Can read" and "Can download attachements" then they cannot enter homepage. It says that i cannot acces the site.
As i noticed, important thing is to check "Can publish", but then "Registered Users" can enter homepage and also edit my moderators articles. |

Do as I said regarding the permissions. But, it sounds like you don't have your section set up correctly. Go to your Home tab, then hover over section title, click edit pencil, make sure Show on Section Widget is set to Yes.
