Not sure about the rotating banner, but linking the image is easy once you know how.

Also, I wouldn't put the image on photobucket as I know atleast with some image hosts, once you pass a certain amount of bandwidth they will stop showing your pictures until you sign up for a premium account. The best way would be to just host the image on your own server.
