I have seen this too, not sure if it was for vb, but if you tamper with the link removal then the theme is disabled...but I am sure if someone knows their themes then they would know a fix, and you would have to encrypt certain files without limiting the user access to change other stuff. You best bet would start a bid on RAC and hire someone that knows VB and encryption that can do this for you.
