Please confirm.

If I install vbulletin on my PC as I would do on my new server, get the db from my current PHPbb site, convert the db using that impex tool (which seems to work), do all my template editting etc on my PC then ftp all the files to my new server, then take current board off, sort DNS (and the other things you mention) the only down time I'll have is when I am sorting the DNS.
