i heard vbportal 2 only works for vbulletin 2.0.1 and prior you need vbportal 3 in order to work with vbulletin 2.2.x, does anyone have a copy of vbportal 3 they can send me please?

Hmmm....I believe that is only for people who have contributed. I would think you'd have known that just by going to their site.

Yes, you need to contribute at http://www.phpportals.com So you also get support and access to the files and themes available.
