I would bet this is a database field. I'm not super familiar with the vBulletin table structure, but look for a configuration table and an on/off entry in it. Then in PHP or something else, write a script that turns it off and one that turns it on. Then set up a CRON on your server. That's only one way, someone else may have a much better answer.
