is there somewhere here that explains how to install a banner on version 4 ?? if not can someone explain this to me. Please

Do you mean a logo? If so then have a look at the titleimage stylevar. There is where the logo is defined. All you have to do is rename your logo vbulletin4_logo.png and upload it to the /misc/ folder overitting the default one. Or you can also enter the name and the path to your custom logo if you want to use a logo with a different name and in another folder.
