vb4 style problem with IE end FF, it work with Chrome - DB 3.8.x update to 4.0.0

Worked on a vb4 (db new) style .. etc.etc everything perfect and ready to export the file xml template and save it.

Edit the config.php by changing the connections of the db, inserting a db 3.8.x (used of course) .. I put the folder / install / (vb repeat GOLD 4.0.0) (with all their new files) and updating everything.

At the end of the installation the default style (created automatically by vbulletin 4) does not show .. you see everything as if it does not load the css (only text), something strange, but the problem does not end here, if I open the forum with Chrome we see perfect .. IE and FF instead ... nothing .. (same thing happens if you import the style that I had saved) ..

If I put the new db (4.0.0) back to normal, I put the db 3.8 updated to 4.0 and the disaster begins ..

Plugins are disabled, via "define ( 'DISABLE_HOOKS', true);" but even if I disable them all manually, the problem remains the same ..

Now I ask you to industry experts, what can it be? and above all, how to fix everything?
