Send PM to user which doesn't like that
How can I add, that also Mods and Supermods can write PMs to a member which configured not to get PMs?

Go to user group permissions in acp,you can edit it so that they can send messages to members even if they don't want to recieve them or if their inbox is full if I'm correct.

By the sounds of things you need someone to edit the option in usercp>edit options> (where it says recieve email/pm from admin/moderators) and make it so that they have to recieve email/pm from admin/mod by default. Or if its a specific user then just go to their profile>edit profile>and change the PM options for that particular user.(Should be the same i'd think as I have 3.8.3)
