I'm no good with this cPanel stuff
I created a new user, reload wasn't a privilege.
Only privileges I can give:
SELECT
CREATE
INSERT
ALTER
UPDATE
DROP
DELETE
LOCK TABLES
INDEX
REFERENCES
CREATE TEMPORARY TABLES
CREATE ROUTINE.

Guessing it's a host's job?
