Conditionals for notices

Is there any way to set custom conditionals for notices?
Like:
Notice: Please post an introduction thread.
The notice is persistant, then when they post an introduction thread the notice disappears?

I realise I could accomplish this with a usergroup, I just want to know if this is possible first.

I have not seen any mod that will do this (but then I have not been looking for one either). I think there is a mod that requires you to make a thread before you can post anywhere else so perhaps you can use that mod or modify it to do what you want.
