New Thread Title Mask?

I'm looking for a method to force all new thread titles in one specific forum to conform to an XX-XXX- masked format. The first set of two X's, correspond to a user input state identifier and the second set to a specific geographical area. After the second dash, the user needs to be able to insert a number of letters. I need both dashes (-) to be in the exact place as shown, without spaces between the X's. I would also like to have the user input letters forced to capitals. You can see the actual forum here:
