Basically I have a user group call "GFX Mod" where they want to infract in their section "GFX Section". Is there an mod for that?

AdminCP > Usergroups > Usergroup Manager > Edit "GFX Mod" > Scroll down to User Infraction Permissions and set your desired settings

That would allow them to infract in any section.

So they're a "Super Moderator"? Or do you have them moderating more than 1 section?

They are moderating one section.

Yeah, he's right... i ran into the same issue... a giant overlook by vbulletin IMO...
