Well, like Videx said, doesn't sound like something has been made to do that.

But VBulletin has the ability to move threads, and soft-delete them. Perhaps a button to combine the two? I'm not a coder so I can't say if it's possible, or reasonable, but perhaps make a thread in the unpaid request board and see what people say?
