Cannot Donate To Vietnam
Not sure if this is a problem with other areas of the world, too, but I tried using the build in vb.org system to donate to kBank and was told by paypal that accounts in Vietnam can send but not receive payments.
You might want to offer alternative payment processors for donations. |

why hambil try to donate from Vietnam at first is strange... or a part of the USA was teleported to the Asian side of the planet...

HE is trying to sent money to Vietnam, not from vietnam.
That is not something we have any influence over, you will need to contact PayPAl, but i think Vietnam is on a worldwide blacklist and you will not find it easy to find a service that will sent money there. |

Yes, Vietnamese Paypal account can send money but can't be used to received money. As I know (not quite sure), payment can be sent to Vietnam using WesternUnion or Xoom (cheaper than WU)

I don't think PayPal is the one to blame. There are international lists of blacklisted countries used by banks and other financial companies. Sometimes there can be strange reasons for being blacklisted or countries stay on the list too long.
I was a few years back on holiday in Croatia (former Yugoslavia). This was many years after their civil war ended and this is now a normal stable democratic country. On holiday i logged in to Paypal to check my balance. When logged in i got the message: Your account is being accessed from a blacklisted country, and you are now under investigation and we might close your account. What???? All i wanted to do is check my balance while on holiday, and now they want to close my account? Account was never closed but when i looked into this later, i found Croatia was on a blacklist as "some war criminals might want to try and get money out of the country". So because a few people who might want to get money out of the country, noboby could use PayPal. I think it was only 10 years after the civil war that they where removed from the blacklist. |

a lot of countries are locked down not because of war, but because of financial crisis, or piracy politics that avoid scammers in any directions, or even just political deals that does not fit...
some african countries have import/export rules so tight that it is illegal to transmit money via internet... so they are not blacklisted by any bank, they blacklist themselves... |
