My community is quiet large, although its subject matter attracts a very quiet user base that tends not to cause problems within the community so we rarely encounter issues where posts / threads need to be reported.
I'm not entirely sure if the "Request a Close" would be used enough to justify extensive modification. Prior to you posting #4, I was considering the addition of another forum where users could post, but not view or reply to their threads. The link for "Request a Close" could be available to only the thread creator via: PHP Code:
