Try disabling your plugins and then see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php PHP Code:

I also have disabled all the plugins using the php edit but it doesn't seem to resolve it either. What is the next stage after this? :S this is what happens: it stays like that forever ... |

Does quick reply work? Because it looks like your AJAX is disabled, but your templates aren't aware of it.
Check to make sure that /clientscript/vbulletin_quick_edit.js /clientscript/vbulletin_quick_edit_generic.js Are on your board, and can be read by the internet user account on the server (or if you want, make sure that they are chmod 755) |

Redownload vBulletin from the vBulletin.com Members Area and re-upload all of the files.
Also, check this page in your AdminCP: AdminCP -> Maintenance -> Diagnostics -> Suspect File Versions It will tell you if there are any other .js files missing. |

The .js file? Not sure, I'm looking at 3.8.1 stuff. But if you run the Suspect File Versions in the AdminCP it'll tell you if you're missing any files. And if your AJAX is enabled and you still have this problem, then it's probably a .js file that's missing somewhere.
