Look at this way, with muscle and bone deteriorating there's not much to harm apart from looking at our blue planet. Skylab could be an alternative, haven't kept track of story of this module from the 60s or whether the module is still orbiting above us but that's another solution right there.
Pow facilities on the moon in my books would be a step forward. whether we like it or not we can't change people, they are what they are.

You are presuming, of course, that every single prisoner there is what you say they are. We've yet to determine that in any legal sense.

That's kind of a disturbing thing to hear (read) someone say, when this is essentially what white men said of blacks for centuries. I'd hoped we had learned our lesson from history.
