How do I add images above forums

As said in the title, how do I add images above forums like:

They might be using post_icons and adding it the the forum_child (I think?)and putting the code on top of the forum title, or using some type of CSS

you can use img tags in the forum description, so when you go to add new forum, in "description" put

<img src="url to image">
