You have two users with the exact same usernames? Can you duplicate this yourself by creating a new user with the same name as another user on your board? Do yu have any modifications on your site that effect registration or users?

Something is interferring with your registration process. vB checks the names before allowing a user to have one. How can they login if they have the same name? Are you sure they are exactly the same in the user.php page in your admin cp?

As if they are not the same users, but are others who do bugs within the record of vBulletin order to create a new user with the same nickname. I have all the options for vBulletin not able to double the user. but even so I can avoid that this continue cloned user accounts, and to block the IP but it is something to reset the modem and then have another IP different ..

I think you can go to vboptions > user registration options > username regular expression and make it so only letters and numbers may be entered. See the help button next to it:

Username Regular Expression
You may require the username to match a PCRE-type regular expression.

(Do not start or end the expression with an escape character)

Examples:

^[A-Z]+$ - Characters from A-Z only
^[A-Z ]+$ - Characters from A-Z including space
^[A-Z0-9 ]+$ - Alphanumeric characters including space
^[\x20-\x7E]+$ - ASCII characters from 32-127
