Is there any way to do this? So that when a member is either given a promotion or joins a group they will get a pm about this group and the rules that apply.

I would like to know this too...

I want to promote users with over 3 infraction points to a banned or heavily restricted user group and send them a message - to "Contact site admin about re reinstatement.."
