Dixie refers to the confederate states / southern states here is a quote from Wikipedia,

As a definite geographic location within the United States, "Dixie" is usually defined as the 11 Southern states that seceded to form the Confederate States of America. and that pretty much explains why it is a "Southern discussion forum" and why do you say it is "Silly" ?? It is referring to a region of the USA.
