How to make attachments required per forum?

Using vb 3.73. I have been searching the mods and discussions and it occurs to me that this has never been requested.

I want to make new threads to have attachment(s) in certain forums. Not replies, just the threads opened.

Any way to do so? Or is any mod like forms able to make attachments mandatory?
