Limit threads created by time and usergroup?

Is there possibly a way to limit how often a usergroup can post a new thread? Perhaps something like 5 min after creating a thread, that same user cannot create another?

I have looked in settings for vB and addons in the addon sections but have never seen it even mentioned. Anyone know of an easy way that is maybe built-in that I don't know about???
