ok i would like to create a hack that only admins can start a new thread, but everyone can reply. can this be done.

if you wanted an advanced feture, you could have an option to give certain moderaters the right to say post all, 1 or just 2 new threads.

When you create or modify a forum, just specify who has access to different features on that specific forum
