translating codec problem

1st, thanks for your good support
and then my prob is that:
I translate some words in the language file and save it and all things work very good and no problem in the games and arcade.
But, in the top level of my pages in the game page and not in the arcade main page, means when I click on playing a game and the page of that game opens, 4 line error was shown and it is in all of my games. I chek my translation in some ways and i found whats the problem now but can not solve it myself and I need help.
that 4 line is this:

and the reason is that. when I translate the lang file, and I wnat to save it because of my language characters the notepad show me the error means some of carachters are not save in ANSI mod that is the MOD of this file, and I force to save my file in Unicode or unicode big endian or UTF-8 and all of that files make this problem.

now my question is that what can i do in saving my lang file without this problem?

(my tournaments has same prob, when my lang file is ANSI all thing is ok and when i translate with my utf-8 file tournaments was not work at all and all of scores change to zero)
