when someone is using an unlicenced vbulletin???

Nulled boards tend to remove the copyright notice at the bottom, but that in itself doesn't prove it's pirated. They could have just purchased the branding free option.

Another way:
Find the forum directory of the site you feel is pirated, then add: /clientscript/vbulletin_global.js Sometime you will see there a pirate notice. |

You can not determine if a board has a license or not. Only Jelsoft Support staff can look into that.
