You can do this easily in forum permissions. Set for the user group to only see their threads.

I would then create a new usergroup called tech help (or what ever you want) and then let the others who you want to help be in the tech user group. You can set it as a secondary.

If that doesnt make enough sense.. Let me know and I'll look up exact steps to elaborate the process.
