moderator's remarks/notice inside posts

I'm looking for a similiar mod to the one I had on my old phpbb forum

It allowed moderators to add simple notices or remarks under user's posts

The advantage of it was that the author of the post couldn't remove it by editing the post.
It was always inside a post at the very bottom, but the users couldn't edit it.

Here is how it works: a moderator clicks "add notice" button inputs his text and the nottice is added at the bottom of the post with some set formatting (like small font, and red color) and the signature (moderator's username at the end) Only he or other moderators can edit or remove such notices.

Is it possible to add a simple mod like this here on vbulletin?

I run a pretty large forum (8000 users) and me and my moderators think that it was veeery useful and we miss it very much

This is somthing I'm also looking for. I understand that you can add some BB code and create some edit tag, but this can be removed by the users, so if someone knows of a mod like taxidriva describes, I would be interested as well. I'm using Vbull 3.6.8
