I don't understand why you just havn't followed this instruction:

upload tools.php from the do_not_upload folder and follow the instructions that come up when you navigate to it in your browser
There is an option to "[Reset Admin Access]" in it. Use that, it saves time and effort and stops causing anymore problems like if you edit/change the wrong thing.
