If you 100% certain that you have logged in users able to view a restricted area, I can only suggest that forum permissions are screwed up.
Create a user account for testing and give that test user the exact same usergroup permissions as another user you have seen on the list. Login with that test user and look. I usually find that that the permissions of usergroups is the culprit in gaining access to areas you don't expect. I've given registered users access to Administrations Forums before now. It's quite easy to do.
