Nested Group Permissions

Greetings;

I am looking for the ability to setup group permissions on the ability for members to apply to certain groups. Our forums has quite a complex permission system setup for access where you need to be in one of a few groups in order to get access to the basic forums. In addition there are a number of 'sub groups' with their own forums which require that the group administrators check applicants for membership in one of the 'main' groups before granting access and a few times people have managed to get inappropriate access because the group admins have been in a hurry to process requests or other reasons.

Basically I'm looking for a mod that will allow me to say "You must be a member of[list of groups (primary and secondary)] before you can apply to this group". An additional feature would be to warn administrators when they are about to put people into groups that would cause a violation (IE, a messaging saying "Dumbass, group X needs group Y to join, continue with this stupidity? Y/N?").

I did some searching but wasn't able to find such a mod. Does something like this exist? And if not, would somebody be willing to discuss the creation of said mod for compensation?
